Stato del Litorale Emiliano-Romagnolo all'anno 2007 e piano decennale di gestione

Analogamente a quanto avviene nel campo della medicina moderna, dove l’analisi dello stato di salute dei pazienti si basa ormai prevalentemente su dati riferiti ad un ampio spettro di parametri significativi, forniti da strumenti di analisi specialistica, anche nel settore ambientale diventa sempre più una necessità procedere con lo stesso metodo.

Stato del litoraleI sistemi ambientali sono infatti paragonabili per diversi aspetti a degli organismi viventi, in quanto anche la loro salute si regge su equilibri molto complessi. Lo stato di un litorale sabbioso ad esempio può variare repentinamente sotto l’azione di una mareggiata e ricomporsi nell’arco di un periodo di tempo più o meno lungo.

Il suo equilibrio è quindi estremamente dinamico e dipende dall’interazione di diversi fattori, alcuni sono alla base del suo sviluppo, altri invece possono determinarne la crisi fino alla scomparsa. Solo conoscendo nel dettaglio l’entità dei processi, il trend evolutivo del sistema e il grado di incidenza dei fattori che ne governano l’equilibrio, si può salvaguardare un sistema litoraneo complesso come quello emiliano-romagnolo, che con i suoi 130 km di costa bassa e sabbiosa rappresenta di fatto una delle spiagge più importanti d’Europa ...............

1 Introduzione

Analogamente a quanto avviene nel campo della medicina moderna, dove l’analisi dello stato di salute dei pazienti si basa ormai prevalentemente su dati riferiti ad un ampio spettro di parametri significativi, forniti da strumenti di analisi specialistica, anche nel settore ambientale diventa sempre più una necessità procedere con lo stesso metodo.
I sistemi ambientali sono infatti paragonabili per diversi aspetti a degli organismi viventi, in quanto anche la loro salute si regge su equilibri molto complessi. Lo stato di un litorale sabbioso ad esempio può variare repentinamente sotto l’azione di una mareggiata e ricomporsi nell’arco di un periodo di tempo più o meno lungo.
Il suo equilibrio è quindi estremamente dinamico e dipende dall’interazione di diversi fattori, alcuni sono alla base del suo sviluppo, altri invece possono determinarne la crisi fino alla scomparsa.
Solo conoscendo nel dettaglio l’entità dei processi, il trend evolutivo del sistema e il grado di incidenza dei fattori che ne governano l’equilibrio, si può salvaguardare un sistema litoraneo complesso come quello emilianoromagnolo, che con i suoi 130 km di costa bassa e sabbiosa (Figura 1‑1) rappresenta di fatto una delle spiagge più importanti d’Europa sotto il profilo turistico-balneare.
È stato quindi una scelta lungimirante quella della Regione Emilia-Romagna di istituire, nel 1983-84, reti di controllo dell’evoluzione della costa e dei principali fattori alla base del suo dissesto, così come indicato dal “Piano progettuale per la difesa della costa adriatica emiliano-romagnola” di seguito denominato “Piano Costa 1981”. La redazione di quel Piano da parte della società regionale Idroser era avvenuta infatti in un contesto in cui i dati disponibili erano pochi e spesso disomogenei tra loro, in quanto raccolti da Enti diversi, con personale, metodologie e riferimenti differenti. A partire dal 1983 sono state istituite e rilevate periodicamente, da Idroser prima e da ARPA poi, le reti per il controllo di:

- evoluzione della linea riva (1983, 1991, 1998 e 2006);
- evoluzione della spiaggia emersa e sommersa (1984, 1993, 2000 e 2006);
- subsidenza del territorio costiero (1984, 1987, 1993, 1999 e 2005).

Il secondo studio di carattere generale avente per titolo “Progetto di piano per la difesa dal mare e la riqualificazione ambientale della Regione Emilia-Romagna”, di seguito denominato “Piano Costa 1996”, realizzato sempre da Idroser tra il 1993 e il 1996, ha potuto fornire risposte più oggettive sulla situazione dell’intero litorale, proprio perché per la prima volta è stato possibile confrontare tra loro dati omogenei, ottenuti con rilievi eseguiti nel decennio che va dal 1983 al 1993. Alla luce di questa esperienza, nel 2000, al termine delle campagne di rilievo delle tre reti avvenuto tra il 1998 e il 2000 stesso, si è pensato che, pur in assenza di un incarico per la realizzazione di un terzo piano costa, sarebbe stato di grande utilità rifare il punto sullo stato di salute del sistema litoraneo regionale.
È così nata l’idea di riportare in un volume dal titolo “Stato del litorale emiliano romagnolo all’anno 2000”, edito da ARPA nel 2002, dati, confronti, considerazioni riguardanti la situazione del sistema ambientale costiero, l’efficacia delle opere di difesa e le indicazioni sulle strategie di intervento da adottare. Il volume ebbe ampia diffusione presso pubblici amministratori, tecnici del settore, ricercatori e docenti universitari. anche al di fuori dell’Emilia-Romagna Alla luce di questi risultati, la Giunta regionale, su proposta dell’Assessore alla difesa del suolo e della costa, ha incaricato (delibera n.1319 del 1.8.2005) ARPA Ingegneria Ambientale di ripetere l’iniziativa al termine del rilievo delle tre reti di monitoraggio previsto per il 2005-2006. Il presente lavoro rappresenta quindi una ulteriore tappa del percorso metodologico del tutto innovativo, avviato dalla Regione nel 1979 con l’approvazione della L.R. n. 7 per la difesa della costa. Inizialmente i principali obiettivi del presente lavoro erano:

- descrivere lo stato del litorale all’anno 2007, tenendo conto dell’elevato numero di interventi di ripascimento effettuati negli ultimi anni e delle nuove tipologie di opere sperimentate;
- verificare e descrivere il trend evolutivo del litorale e l’efficacia delle politiche per la difesa della costa attuate negli ultimi 25 anni;
- fornire indicazioni utili al miglioramento delle politiche di difesa della costa fin qui adottate.

In seguito, durante la stesura della relazione finale, si è deciso di sviluppare ulteriormente la fase di analisi per effettuare un significativo passo in avanti nella politica di difesa della costa, definendo, per la prima volta, un piano di gestione decennale dell’intero litorale. Infine, essendo quello della Regione Emilia-Romagna un modello del tutto originale di politica di difesa della costa non solo in Italia, si è pensato di rendere questo lavoro accessibile anche in campo internazionale. Negli ultimi anni infatti, grazie anche alla partecipazione a convegni e a progetti europei, è stato possibile stabilire una fitta rete di contatti che ha reso evidente come l’evoluzione costiera e la difesa dal mare siano un problema mondiale. Per questo si è deciso di fornire un contributo al dibattito in corso sull’individuazione delle miglior soluzioni da adottare, riportando anche in lingua inglese le parti più significative del presente lavoro.

1 Introduction

As is the case with modern medicine, where a patient’s health is nowadays generally assessed using data drawn from a variety of specialist sources and studies, it has become increasingly important to adopt the same approach in the environmental field. Environmental systems can be compared to living organisms in a number of ways as their health is also dependant on the balance of highly complex variables.
The state of a sandy coastline, for example, can change drastically when exposed to a sea storm and then revert back to its former state over time.
Its equilibrium is therefore extremely dynamic and depends on the interaction of a number of factors; some will determine how it develops while others may create a state of emergency and even cause it to disappear all together. It is only by being aware of the processes involved, the evolutionary trends and the degree to which the system is affected by its stabilizing components, that a coastline as complex as the one in Emilia Romagna, which is incidentally one of the most popular beaches in Europe with its 130 km of low and sandy beach (Figure 1-1), can be protected. Emilia Romagna therefore made a wise choice when it decided to set up a network in 1983-84 which would monitor coastal evolution and the main factors which make it so unstable.
The network design was part of the “Project plan for the defence of the Emilia Romagna Adriatic Coast”, later called the “1981 Coastal Plan”. That plan was indeed drawn up by company Idroser at a time when limited data were available and the information itself was often not homogeneous as it had been gathered by different Bodies, therefore using different staff, methodologies and approaches. The following monitoring networks were set up and periodically surveyed, first by Idroser and then by ARPA:

- Evolution of shoreline (1983, 1991, 1998 e 2006);
- Evolution of shoreface and emerged beach (1984, 1993, 2000 and 2006).
- Subsidence of coastal land (1984, 1987, 1993, 1999 and 2005).

The second comprehensive study was the “Project plan for sea defence and environmental redevelopment of the Emilia Romagna Region”, later called the “1996 Coastal Plan”. It was carried out, once again, by Idroser between 1993 and 1996 and provided a more scientifically sound overview of the status of the entire coastline. This was achieved due to the fact that for the first time it was possible to compare homogenous data which had been obtained via surveys carried out during the 1983 to 1993 decade.
Once the 1998-2000 survey campaigns of the three networks had been completed, it was decided in 2000 that although a third coastal plan had not been commissioned it would be very useful, in light of recent results, to summarise the state of health of the regional coastline. It was therefore decided to create a book called “Status of the Emilia Romagna coast in 2000”, published by ARPA in 2002, which would include data, comparisons and conclusions on the status of the coastal environment, effectiveness of defence structures and recommendations on future intervention strategies. This initiative was very successful: 2,000 copies were printed and all were quickly snapped up. Most requests for this paper came from university researchers, local authorities and technicians operating in this sector, not only within the Emilia Romagna Region but from all Italian coastal regions.
Thanks to these results the Regional Service for Land and Coastal Defence was happy to agree to ARPA Environmental Engineering’s proposal in early 2005 to repeat this initiative once the survey planned in 2005-2006 for the three monitoring networks had been concluded. This paper therefore represents another phase of this totally innovative methodological approach launched by the Region in 1979 with the Approval of Regional Law N. 7 for coastal defence strategies.
Originally, the main objectives of the work were:

- To describe the status of the coast on 2007, bearing in mind the high number of nourishment procedures carried out in the last years and the new types of structures that were tested.
- Verify and describe the coast’s evolutionary trends and the effectiveness of coastal defence policies implemented over the last 25 years.
- Provide recommendations on how to improve the coastal defence strategies applied so far.

Afterwards, when the final report was being put in writing, we decided to further expand the analysis phase in order to achieve a significant step forward in the coastal management policy, delineating, for the first time, a 10 year long plan for the management of the entire regional coastal zone. Eventually, as the Emilia-Romagna Region represents a totally original model for what concerns coastal defence policies both in Italy and abroad, we decided to also make this project accessible on an international level.
Thanks to our participation in conferences and European projects we have managed to greatly increase the number of contacts we have in this field. We have therefore decided to offer our contribution to the ongoing debate on how to identify the best solutions by also offering an English version of key parts of this paper.


SOMMARIO



2.Clima del moto ondoso

La serie dei dati ondametrici più ampia e completa raccolta davanti al litorale emiliano-romagnolo è quella acquisita tra il 1971 e il 1989 sulla piattaforma PCB dell’Agip, al largo di Ravenna. I dati meteomarini  rovenienti da diverse altre piattaforme AGIP al largo della costa regionale coprono in maniera discontinua il periodo dal 1983 al 2000 e non hanno permesso di ricostruire una serie storica altrettante affidabile e lunga come quella della PCB. Tra il 2000 e il 2006, la mancanza dei dati rilevati davanti al litorale è stata colmata ricorrendo a quelli della boa di Ancona appartenente alla Rete Ondametrica Nazionale, ubicata 22 km al largo del promontorio del Conero, 70 km a sud del confine tra le regioni Emilia-Romagna e Marche. Al fine di disporre in futuro di dati più attendibili sul clima del moto ondoso davanti alla costa regionale, nella primavera del 2007 è stata installata una boa ondametrica galleggiante al largo di Cesenatico su un fondale di 10 m. Questo intervento è stato finanziato dal progetto europeo Beachmed-e, dalla Regione Emilia-Romagna e da ARPA.


3.Subsidenza della fascia costiera

La subsidenza è il fattore che più di ogni altro compromette la stabilità del litorale emiliano-romagnolo. Per controllarne l’andamento, la Regione ha istituito una apposita rete di monitoraggio nel 1983. Oltre ai dati ottenuti con 5 campagne di rilievo geometrico di alta precisione della rete, nel presente lavoro sono stati presi in considerazione anche quelli ottenuti con l’analisi interferometria tra il 1992 e il 2006 dai radar satellitari. In 55 anni Rimini si è abbassata di 70 cm e il litorale più a nord, fino al Delta, di circa 1 metro. Ciò ha comportato, per quanto riguarda il bilancio sedimentario, una sottrazione di circa 100 milioni di m3 di materiale in circa 70 anni. La subsidenza ha determinato e continua a determinare altri effetti estremamente negativi, quali:

- l’aumento del grado di vulnerabilità del territorio e degli abitati;
- l’ingressione del cuneo salino;
- la variazione di pendenza dei corsi d’acqua e dei sistemi fognari.

Stante le basse quote del territorio in esame, per contrastare i suddetti fenomeni, sono state realizzate a  partire dagli anni ’50 opere per centinaia di milioni di euro e altre sono in corso. Le cause accertate della subsidenza della fascia costiera emiliano-romagnola sono l’estrazione di acque sotterranee, da migliaia di pozzi distribuiti lungo tutta la costa, e di metano, da giacimenti a terra e a mare in particolare nell’area centro-settentrionale. Il fenomeno ha subito una notevole riduzione nei primi anni ’90, quando molti acquedotti comunali hanno iniziato a utilizzare le acque della diga di Ridracoli, posta sull’Alto Appennino, e molti prelievi da pozzi agricoli e industriali sono stati sostituiti con le acque del canale Emiliano-Romagnolo che deriva acqua dal Po.


4.Trasporto solido fluviale

L’apporto di sabbia al mare da parte dei fiumi è da sempre il parametro meno noto e definito. Negli ultimi anni, alcune Autorità di Bacino hanno realizzato studi specifici per la misura e la stima del trasporto solido di fondo lungo alcuni fiumi tributari del litorale emiliano-romagnolo. Dai rilievi topo-batimetrici eseguiti sulla spiaggia emersa e sommersa risulta che tra il 2000 e il 2006 il contributo sedimentario dei fiumi sia stato di circa 330.000 m3/anno, una quantità inferiore rispetto a quella prevista dagli studi realizzati in passato. Da queste analisi emerge che pur avendo la Regione bloccato le escavazioni lungo gli alvei fluviali nel 1983, non vi è stato ancora alcun aumento del trasporto di sabbia al mare. I fattori principali che limitano l’alimentazione naturale delle spiagge sono la riduzione della piovosità verificatasi negli ultimi decenni, l’aumento del territorio cespugliato e boschivo sui versanti montani e le opere trasversali lungo il corso dei fiumi.


5.Rilievi topo-batimetrici

Per poter seguire l’evoluzione del litorale emiliano-romagnolo e quantificare la portata dei processi erosivi, nel 1984 la Regione ha istituito la rete dei profili topo-batimetrici. Dopo il 1984, la rete è stata rilevata da Idroser e poi da ARPA altre 3 volte: nel 1993, nel 2000 e nel 2006. Tenuto conto delle modeste variazioni che si verificano procedendo longitudinalmente lungo la costa, l’interasse tra le sezioni trasversali da rilevare è stato stabilito in circa 500 m. Durante la prima campagna, nel 1984, sono state rilevate 142 sezioni trasversali, in seguito questo numero è stato incrementato fino ad arrivare alle 251 della 4° campagna (2006). A queste vanno aggiunti altri 200 km di profili longitudinali eseguiti in particolare sul lato terra e sul lato mare delle scogliere parallele. La profondità di chiusura dei profili trasversali varia tra 6 e 8 m, a seconda della pendenza del fondale; un profilo ogni 10 km si spinge fino alla batimetrica dei 10 m. Altimetricamente, la rete è sempre stata vincolata ai capisaldi della rete di misura della subsidenza lungo costa, a sua volta vincolata alla rete nazionale IGM (Istituto Geografico Militare). Per quel che riguarda la strumentazione.


6.Calcolo del volume dei sedimenti accumulati o erosi

Anche dal calcolo dei volumi del materiale accumulato o eroso, ottenuto per confronto dei profili topo-batimetrici, emerge un netto miglioramento della situazione del litorale nell’ultimo periodo rispetto agli anni ’90. Il risultato è infatti positivo sia nella fascia comprendente la spiaggia emersa e la prima parte di quella sommersa, fino alla batimetrica dei 2,5 m o alla linea delle scogliere laddove presenti, sia nella vasta area di fondale compreso tra la batimetrica dei 2,5 m e la profondità di chiusura dei profili. Nella prima fascia, di fatto la più importante e dinamica, l’accumulo nel periodo 2000-2006 è pari a 2,8 milioni di m3. A questi vanno aggiunti 1,4 milioni di m3 sottratti dalla subsidenza. Nello stesso periodo il materiale sabbioso portato a ripascimento è stato di 2,2 milioni di m3. Il contributo dei fiumi, sarebbe stato quindi di circa 330.000 m3/anno. Per quel che riguarda la fascia esterna alle scogliere o alla batimetrica dei 2,5 m, il bilancio risulta positivo per parecchi milioni di m3 di materiale; la sua distribuzione non è però uniforme in quanto accanto a zone in cui si registra un forte accumulo ve ne sono altre in forte perdita.


7.Evoluzione della linea di riva

La variazione della linea di riva, da sempre primo parametro di riferimento per l’analisi del trend evolutivo di una spiaggia, non può più essere considerato tale lungo il litorale emiliano-romagnolo a causa dei numerosi interventi di movimentazione di sabbia effettuati negli ultimi 10 anni.
Ad esempio la linea di riva rilevata nel 2006, rispetto a quella del 1998, risente in maniera determinante degli oltre 2,2 milioni di m3 di sabbia, provenienti da fonti esterne 259 al sistema, portati a ripascimento su decine di chilometri di spiaggia in erosione e che il mare ha ridistribuito su altre decine di chilometri di litorale garantendone così l’equilibrio e in diversi casi anche l’avanzamento. In ogni caso la variazione della linea di riva resta un parametro molto importante perché consente di riscontrare, nel medio e lungo termine, gli effetti dell’azione combinata dei processi naturali e dell’intervento antropico.
A tal fine la linea di riva è stata rilevata nel corso della 4° campagna topo-batimetrica in 2 modi: il primo, tramite interpretazione delle foto aeree del volo del 26 Luglio 2006, il secondo, mediante rilievo diretto con GPS differenziale. Il forte miglioramento della situazione riscontrata nel periodo 1998-2006, rispetto a quello 1991-1998 (i tratti in erosione sono passati da 37 km a 15 km), va quindi ricondotto in primo luogo agli interventi di ripascimento.
Si è visto che, in assenza di ripascimenti o movimentazioni di sabbia all’interno del sistema, solamente 30 km del litorale regionale, su un totale di 130 km, sarebbero attualmente in equilibrio o in leggero avanzamento, nei restanti 100 km la spiaggia sarebbe in erosione, anche se protetta da scogliere. Infine, dettagliate analisi hanno permesso di individuare nella linea di riva rilevata nel 2006, il riferimento di base per la gestione futura del litorale.


9.Opere rigide di difesa dall’erosione

L’avvio della difesa dei litorali dal mare in Italia viene normalmente fatto coincidere con l’approvazione della legge n. 542 del 1907 per la difesa degli abitati. In Emilia-Romagna, il primo intervento di cui si ha notizia è del 1918 e riguarda alcuni pennelli realizzati a Viserba. Le prime 3 scogliere parallele emerse vengono invece realizzate nel 1931 davanti a Porto Garibaldi. Le ultime due a Lido Adriano Sud nel 2005. Per tutto il ‘900 quindi l’intreccio tra l’espansione a macchia d’olio dell’urbanizzazione lungo il litorale da un lato e l’estendersi dei processi erosivi sugli arenili dall’altro, ha portato ad un continuo ricorso alla legge del 1907 sopraccitata e, conseguentemente, alla realizzazione di decine di chilometri di opere di difesa rigida. Visto che allo stato attuale non vi sono né progetti né previsioni di interventi di difesa con opere rigide, si è fatto l’inventario di tutte le tipologie di opere di difesa fino ad ora impiegate e di quelle presenti.  È risultato così che il litorale emiliano-romagnolo è attualmente protetto da:

- scogliere parallele emerse km 38,0
- scogliere radenti km 19,0
- scogliere semisommerse km 6,7
- pennelli km 2,6
totale km 66,3

In realtà i pennelli in roccia o in pali di legno, esclusi i moli dei porti e quelli ai lati delle foci fluviali, sono 91, ma, la maggior parte di essi è associato ad altri tipi di difesa. La difesa con opere rigide ha subito in Emilia-Romagna un forte rallentamento a partire dal 1981, per il forte impatto paesaggistico-ambientale. Tra il 1995 e il 2006 sono state realizzate soprattutto scogliere parallele semisommerse, cioè con la cresta a quota medio mare, ma la loro efficacia è risultata fino ad ora parzialmente soddisfacente.


10.Ripascimenti

Il Piano Costa 1981 ha posto la necessità di abbandonare la difesa con scogliere e in alternativa di ricorrere al ripascimento. Di fatto, per quegli anni si trattava di un’innovazione culturale, metodologica e tecnica molto profonda, del tutto nuova in Italia.
La Regione ha deciso comunque di percorrere questa strada e nel 1983 ha realizzato il primo intervento di questo tipo portando mezzo milione di m3 di sabbia su 4 spiagge distinte. Nei 10 anni successivi, questi interventi sono stati ripetuti su queste ed altre spiagge, portando a 2,1 milioni i m3 il materiale utilizzato e a 14 km i tratti di litorale interessati.
La sabbia proveniva da cave a terra. Per tutti gli anni ‘80-’90, gli interventi sono stati associati alla realizzazione di barriere sommerse in sacchi pieni di sabbia (2 m3), realizzate su un fondale di circa 2,5 m, per il contenimento della sabbia portata a ripascimento. Visti i buoni risultati forniti dagli interventi di ripascimento, nel 2000, la Regione ha finanziato il 1° intervento con sabbie prelevate dai corpi sabbiosi sottomarini scoperti da Idroser nel corso degli anni ‘80. Nei primi mesi del 2002, 800.000 m3 di sabbia provenienti da un dosso posto a 40 m di profondità, 55 km al largo della costa, sono stati così portati su 8 spiagge distinte, lunghe complessivamente 9 km.
A partire dal 1996 è via via aumentato anche il ricorso a tutte le fonti di sabbia disponibili lungo il litorale. Sono state utilizzate sabbie provenienti dai dragaggi portuali, da spiagge o litorali emersi in costante accumulo, dallo scavo di fondazioni di fabbricati (Riccione) e dalla pulizia delle spiagge dopo la vagliatura. Complessivamente tra il 1983 e il 2006 sono stati portati a ripascimento 6,6 milioni di m3 di materiale sabbioso, di cui 5,3 milioni da fonti esterne al sistema.
Di questi ben 3 milioni di m3 sono stati prelevati da cave a terra. Se si aggiungono i 13 mesi che vanno dall’aprile 2006 al maggio 2007 si arriva ad un totale di 8,1 milioni di m3. Nei primi mesi del 2007 la Regione ha realizzato infatti molti interventi di ripascimento tra cui il 2° intervento con sabbie sottomarine (815.000 m3).


11.Opere di difesa dall’acqua alta

A causa della bassa giacitura rispetto al livello del mare, il territorio retrostante il litorale emiliano-romagnolo è molto esposto all’ingressione di acqua marina. Questo rischio è particolarmente elevato nell’area centro- settentrionale dove più di 100.000 ha di territorio sono al di sotto del livello del mare e vengono mantenuti costantemente all’asciutto grazie all’azione congiunta esercitata dalla bonifica idraulica e dal sottile rilevato  costiero che funziona da argine a mare.
Queste caratteristiche morfologiche vanno correlate con la configurazione del Mare Adriatico che è poco profondo e chiuso su tre lati. Pertanto in occasione di eventi di bassa pressione atmosferica sul Mar Tirreno, il vento da sud sospinge le acque verso Venezia, determinando innalzamenti del livello marino che in casi eccezionali possono raggiungere anche i 2 m.
A queste caratteriste naturali dell’area, bisogna aggiungere alcuni effetti dovuti all’attività antropica sul litorale nell’ultimo secolo e cioè la demolizione di quasi tutti i cordoni dunosi e l’abbassamento del terreno di circa 1 m dovuto all’estrazione di acqua e metano dal sottosuolo.
La conseguenza di tutto ciò è che attualmente i 4/5 del litorale emiliano-romagnolo sono fortemente esposti al rischio di ingressione marina. Nel presente lavoro è stato effettuato una ricostruzione degli interventi realizzati per contenere questo rischio, stimando in linea di massima i costi sostenuti. Si è visto che le prime difese di questo tipo sono state realizzate nei primi anni ’50 nella zona più a nord e che col passare dei decenni la necessità di intervento si è estesa sempre più verso sud, arrivando a coprire più di 80 km di litorale, fino a raggiungere, negli anni 2000, il comune di Cesenatico.
Se non si blocca la subsidenza, è logico ritenere che nel giro di qualche decennio saranno da proteggere anche i litorali di Bellaria e Rimini (che si è abbassata di 70 cm in 55 anni). L’elevato grado di vulnerabilità dell’intero litorale regionale è confermato dalla realizzazione di argini di difesa invernale in corrispondenza di molte decine di chilometri di litorale.
Da alcuni decenni infatti, per contenere il mare e ridurre i danni, i concessionari realizzano nel mese di ottobre un argine davanti agli stabilimenti balneari accumulando con ruspe la sabbia dalla spiaggia antistante. Ad aprile la sabbia residua viene di nuovo stesa sulla spiaggia. L’operazione è ovviamente negativa per quanto riguarda la stabilità della spiaggia, ma la sua necessità è talmente sentita da impedire ogni tipo di opposizione.


13 Piano di gestione decennale del litorale emiliano-romagnolo

Nel decennio 1996-2006 la difesa della costa emiliano romagnola è stata interessata da un forte processo di sviluppo che ha riguardato i volumi di materiale movimentati, la diversificazione delle fonti di prelievo, le tecniche di dragaggio, trasporto e scarico della sabbia e, più in generale, le conoscenze del sistema litoraneo e delle sue dinamiche. Si può dire inoltre che negli ultimi anni, pur in assenza di un flusso finanziario continuo, la difesa del litorale emiliano-romagnolo è stata attuata con criteri molto prossimi a quelli della gestione.
Pertanto, visto che il ripascimento viene ormai considerato, anche dalla vasta platea dei fruitori, come la miglior tecnica di intervento e che in mare sono stati scoperti nel corso degli anni ‘80 e ‘90 importanti giacimenti di sabbia, per passare dalla politica di difesa dei tratti critici a quella degli interventi preventivi o di gestione mancano due condizioni: il piano di gestione e i finanziamenti necessari. Durante la stesura della presente relazione si è pensato quindi che la base dei dati e delle esperienze acquisite era sufficientemente ampia da supportare, per la prima volta, la definizione di un piano di gestione.
Dopo aver valutato, sulla base di diverse considerazioni, che non è opportuno salpare nel breve e medio periodo i circa 45 km di scogliere parallele esistenti, si è proceduto al calcolo dei volumi di sabbia necessari per garantire non solo l’equilibrio, ma anche un leggero miglioramento delle condizioni attuali del litorale regionale.
Per tener conto della forte riduzione del fabbisogno che si potrà ottenere se verranno prese misure in grado di diminuire la subsidenza antropica, la durata del piano è stato limitata a un periodo di 10 anni. Con un’analisi di dettaglio del fabbisogno di sabbia in ogni singolo tratto di costa in erosione, si è potuto stabilire che, per conseguire gli obiettivi sopra riportati, occorre portare a ripascimento nel decennio 2010-2019 circa 6.000.000 di m3 di sabbia.
Stabilito che, per ragioni di impatto ambientale, il prelievo da cave a terra andrà drasticamente ridotto e che, in primo luogo, occorrerà valorizzare la sabbia delle fonti litoranee, si è proceduto poi alla stima di quanto materiale potrà essere ricavato da ogni singola fonte. È risultato che, nell’arco di circa un decennio, dalle fonti litoranee potranno essere prelevati 1.600.000 m3 di sabbia, e da altre fonti a terra altri 800.000 m3. Conseguentemente i restanti 3.600.000 m3 necessari per soddisfare il fabbisogno dovranno essere prelevati negli accumuli sottomarini.
Tenuto conto dei costi omnicomprensivi di prelievo, trasporto e scarico della sabbia delle diverse fonti, il costo relativo al solo programma di movimentazione del materiale è stato stimato in 74,3 milioni di €. Dopo aver individuato i tratti di litorale in stato di forte criticità e stabilito il costo per la loro messa in sicurezza, sono state definite tutte le altre voci di spesa (manutenzione opere esistenti, studi, monitoraggi, opere di difesa dall’acqua alta, ecc.) necessarie per garantire la piena rispondenza del litorale alle esigenze della difesa del territorio, dell’ambiente e dell’economia turistica. È risultato così che per attuare il piano di gestione 2010-2019 del litorale emiliano-romagnolo serviranno in totale 100,3 milioni di €, in pratica 10 milioni di €/anno.


SUMMARY


2 Wave Climate

The most comprehensive and homogeneous dataset of wave characteristics relative to the Emilia Romagna littoral was collected between 1971 and 1989 by the PCB platform placed off-shore Ravenna and owned by Agip company. Between 1983 and 2000 other data have been acquired by others Agip platforms placed off-shore the regional coast, but did not succeed in building another long time history of reliable data like the PCB one.
Between 2000 and 2006, the lack of information can be filled by taking on the directional wave data available from the Ancona buoy, which is part of the national wave buoy network. This buoy is placed 22 km offshore Conero peak, and therefore 70 km southward the boundary between Emilia-Romagna and Marche boundary. In order to ensure future availability of more reliable data on the wave climate along the Emilia Romagna coast, a floating waverider buoy was installed opposite Cesenatico where the depth is 10m. The installation was supported by the European Beachmed-e project, the Emilia Romagna Region and ARPA.


3 Subsidence

Subsidence is a cancer that affects the stability of the Emilia-Romagna coast. In 1983 the Region set up a special monitoring system which could keep an eye on this phenomenon. As well as the data obtained from the five high precision geometric surveys, we have also included interferometric data obtained using satellite radars between 1992 and 2006. In 55 years Rimini has dropped by 70 cm and the coastline further north, up to the Delta, by about one metre. This has affected the sedimentary balance and resulted in a loss of sedimentary material of about 100 m³ over about 70 years. Subsidence has also had and continues to have other extremely negative effects, including:

- Increased levels of vulnerability for land and buildings.
- Salt wedge ingression.
- Changes in slope gradients for all water flows and sewer systems.

Owing to the low altitude of this area works costing hundreds of millions of euros have been carried out since the 50s, and continue to be implemented, in order to mitigate the effects of these phenomena. It has been ascertained that subsidence along the Emilia Romagna coast has been caused by the drawing of water from thousands of wells distributed along the entire coastline as well as the extraction of methane from land and sea deposits, especially in the central and southern areas.
This phenomenon slowed down significantly in the early 90s when many municipal aqueducts started using water from the Ridracoli dam, located in the Northern Apennines, and water previously sourced from agricultural and industrial wells was now drawn from the Emilia Romagna canal, which originates from the waters of the Po River.


4 Transport of river deposits

The transferral of sand by rivers out to sea has always been the most undefined parameter and the one we have known the least about. In the last years some Basin Authorities have carried out specific studies aimed at measuring and estimating quantities of solid materials carried along the river beds of some tributaries along the Emilia Romagna coast.
On the basis of the topo-bathymetric surveys of the emerged and submerged beaches it is found that between 2000 and 2006 the fluvial sedimentary discharge is approximately 330.000 m3/year, which is even less than predicted by the cited studies.
These results show that even if the Region stopped the bed excavations by a specific law in 1983, there is no increase of the sediment supply to the sea. The decrease in rainfall we have seen in the last decades, as the increase in uncultivated mountainous areas and transversal structures on rivers, are the main factors that have limited the natural supply of the beaches.


5 Topo-bathymetric surveys

In order to follow the evolution on the littoral of Emilia Romagna and quantify the importance of the erosive processes, in 1984 the Region has set up a net of topobathymetric cross-shore profiles. Beside 1984, the net has been leveled by Idroser or Arpa 3 more times: in 1993, in 2000 and in 2006. Given the minor variations that occur along the coastline, the spacing between cross-shore profiles was fixed in approximately 500 m. During the first campaign, in 1984, 142 cross-sections have been leveled.
Then the number of profiles progressively increased until reaching level 251, relative to the 4th campaign in 2006. To these, we must add 200 km of long-shore profiles, carried out mainly at the shore-side and seaside of the detached barriers. The depth of closure of the cross-shore profiles varies between 6 and 8 m, depending on the bed steepness; few profiles, one every 10 km, extend to the -10 m isobaths.
The reference for altimetry is common to the network for the survey of subsidence, namely the IGM (Istituto Geografico Militare). With reference to the surveying instrumentation, the most important novelty of 2006 campaign is the multibeam echo sounder for the leveling of the outer toe of the detached breakwater or the long-shore profile at isobaths -2 m. In the area confined between the shoreline and the detached breakwaters, a single beam echo sounder and a small boat were used.
The system for the planimetric tracking is the same used for the campaign in 2000, namely a double frequency DGPS in RTK-OTF mode. The field surveys acquired approximately 10 million points. After a proper screening, the data were used to form detailed bathymetries and DEMs of the littoral areas. DEMs were compared to the results of the previous campaigns in order compute the sediment balance in front of each reach of coast. Results and graphs are attached at the end of this report.


6 Assessment of eroded or accumulated sediment volumes

Even if we look at volumes for accumulated or eroded material, obtained by comparing topo-bathymetric profiles, we can see that the coastline has significantly improved in recent years if compared to the 90s. Results are positive, both for the area including the emerged beach and the first part of the shoreface, up to bathymetric levels of 2.5 m or up to the breakwaters where present, and for the vast seabed area located between bathymetric levels of 2.5 m and the closing depths of the profiles.
The first area, which is the most important and dynamic of the two, has accumulated 2.8 m³ of material in the 2000-2006 period. 1.4 million m³, removed by subsidence, are to be added to this figure.
During the same period 2.2 million m³ of sand was used for nourishment procedures. Rivers have therefore contributed by about 330,000 m³/year.
As far as the area beyond the breakwaters or bathymetric levels of 2.5 metres is concerned we can see there is extra sedimentary material measuring several millions of m³. However it has not been distributed evenly as some areas have accumulated large amounts of sand while others have lost significant quantities.


7 Shoreline evolution

Beach width, which has always been the first indicator of the state of a beach in many areas, has a lower significance for the Emilia Romagna coastline due to the high number of nourishment works which have taken place in the last decade. As an example we can see that if we compare shoreline measurements for 2006 and 2008 there have been significant changes due to the more than 2.2 million m³ of sand, sourced outside the system, which were added to dozens of kilometres of eroding beaches.
The sea has in turn redistributed this sand along other dozens of kilometres of coastline thus maintaining the area’s equilibrium and in a number of cases actually causing the beach to advance.
The evolution of the width of the beach is anyway a significant parameter for the middle-long term evaluation of the effects of the combined natural action and anthropic activities.
For this purpose the shoreline has been surveyed during the 4th campaign with two methods: the first by means of areal pictures taken in July 26, 2006; the second by means of the DGPS. The huge improvements found in the 1998-2006 period compared to the 1991-1998 period (eroded coast went from 37 to 15 km) is therefore due to planned interventions.
Results have shown that in the absence of nourishment activities or sand being moved within the system only 30km of the Region’s coastline, out of a total of 130 km, would currently be in status of equilibrium or slightly advancing. The remaining 100km would be eroding away, even if protected by breakwaters. Finally, we identified the 2006 shoreline as the reference basis for the future management of the littoral.


9 Hard structures for the defence against erosion

Commencement of coastal defence initiatives normally coincides with the approval of 1907 Law N. 542 on the defence of built-up zones. The first project we know about in Emilia-Romagna dates back to 1918 and concerns a number of groins built in Viserba.
The first three parallel emerged breakwaters were built in 1931 in front of Porto Garibaldi. The last two were built in Lido Adriano Sud in 2005. For the whole of the 20th Century the rapid increase in urban development along the coast together with the increase in beach erosion has meant that the above mentioned law 1907 has had to be continually invoked, resulting in the construction of dozens of kilometers of hard defence structures.
There are currently no ongoing or planned projects for the construction of hard defence structures, so we have listed all the types of defence structures used so far as well as those still in use. We can see that the Emilia-Romagna coastline is currently protected by:

- parallel emerged breakwaters km 38
- revetments km 19
- semi-submerged breakwaters km 6.7
- groins km 2.6
total km 66.3

In actual fact there are 91 rocky or wooden groins, excluding harbour piers and those by the side of the river mouths; however most of them are linked to other types of defence interventions. In Emilia-Romagna the use of hard structures has greatly decreased since 1981 due to the strong impact they have on the environment and landscape. Mainly parallel semi-submerged breakwaters have been built between 1995 and 2006, whose ridge is at mean sea level, however they have so far proven to be only marginally effective.


10 Nourishment

The 1981 Coastal Plan moved away from breakwater based defence structures and pointed to nourishment procedures as an alternative. In facts, for those years it was a cultural, methodological and technical innovation, totally new in Italy. The Region decided to proceed down this route and implemented the first scheme of this kind by spreading half a million m³ of sand onto four different beaches.
During the following ten years these procedures were repeated on other beaches, bringing the total to 2.1 million m³ of material distributed to 14 km of coastline.
Sand was taken from land quarries. Throughout the 80s and 90s submerged barriers were created using sacks filled with sand (2 m³) along a seabed measuring about 2.5 metres in depth, in order to restrain the newly added sand. Thanks to the success of the nourishment interventions in 2000 the Region funded the first nourishment activity using sand taken from the submarine sand bodies discovered by Idroser in the 80s.
Early in 2002, 800,000 m³ of sand, taken from a ridge at a depth of 40m and 55km from the coast, were redistributed to eight different beaches, measuring a total of 9 km. As from 1996 there has an increase in use of sand deposits located along the coast. Sand sourced from port dredging, from constantly accreting emerged beaches, from the digging of foundations (Riccione) and selected material left over after beach cleaning procedures, has all been used. A total of 6.6 million m³ of sandy material has been repositioned, of which 5.3 million sourced outside the system.
As many as 3 million m³ have been taken from land quarries. If we include the 13 month period from April 2006 to May 2007, we reach a total of 8.1 millions of cubic metres. In the first few months of 2007, the Region carried out several nourishment works, one of which with Submarine sand (815,000 m³).


11 Works for defense against “acqua alta”(sea level rise)

Due to the fact that the land running along the Emilia Romagna coast is below sea level it is heavily affected by the ingression of sea water. The central and northern areas are especially at risk as more than 100,000 ha of land are below sea level and are kept dry thanks to the joint efforts of drainage activities and a slight coastal rise which acts as a sea barrier.
As well as these morphological characteristics we also need to consider that the Adriatic Sea is not very deep and is blocked off on three sides. Therefore, in coincidence with low pressure events over the Tyrrhenian Sea, the wind pushes the water up towards Venice, raising the sea level, in extreme cases up to two metres. We also need to add the effects of human activity which has shaped the coastline over the last century to its natural characteristics.
Nearly all the sand bars have been destroyed and the land has been lowered by about one metre due to the extraction of underground water and methane. This has meant that 4/5 of the Emilia Romagna coast is currently at a high risk of marine ingression. In this work we have covered the work carried out to mitigate this risk, roughly estimating its costs.
We have seen that the first defence structures of this type were implemented in the early 50s in the northernmost area and that over the decades the need for work further south has increased. A total of 80km of coastline has since been included in the scope, reaching the Municipality of Cesenatico in 2000. If subsidence is not halted we can logically assume that within a few decades the beaches of Bellaria and Rimini (which has dropped by 70cm in 55 years) will also need to be protected.
The whole coastline of this Region is highly vulnerable and winter defence barriers have been implemented along dozens of kilometres of coastline. For the last few decades beach operators have been building barriers in front of the beach establishments During the month of October in order to keep the sea at bay and limit the damage it causes. Bulldozers are used to gather together sand from the beach itself.
In April any remaining sand is moved back to the beach. This procedure obviously has a negative effect on the stability of the beach but is critical enough to withstand all forms of opposition.


13 Plan for the management of the Emilia-Romagna littoral for the next decade

For the past decade, 1996-2006, the defense of the Emilia-Romagna littoral experienced a strong growth process concerning the volumes of relocated material, the types and kinds of pits and mines, the dredging techniques, transport, placing or dumping of the dredged sands and, more generally, the knowledge of the coastal system with its dynamics.
We can say that in the last years, even in the absence of a continuous financial flow, the defense of the regional littoral has followed criteria quite close to that of a proper integrated management.
Therefore, since the nourishment is now considered, even by the vast community of the users, as the best solution against erosion, and since important sand pits have been found at open sea during the years ‘80 and ‘90, only two more important steps are necessary to shift from the politics of the defense of critical areas to that of anticipated maintenance or management.
Such steps are the management plan and the allocation of the necessary financial resources. During the preparation of this report, we indeed argued that the base given by the collected data and experiences was sufficiently ample to support, for the first time, the identification of a management plan.
We first realized, on the basis of various arguments, that it is inappropriate to remove in the short-medium term the approximately 45 km of detached barriers.
We then proceeded to the evaluation of the volumes of sand for restoring the equilibrium and a possible improvement of the whole regional littoral. In order to account for the strong reduction of the sediment supply that could derive by the mitigation of the anthropic subsidence, should the measures taken for this purpose be put in action and be really effective, the time span of the plan has been limited to one year. Thanks to a detailed analysis of the needs of sand for each reach of the littoral, we found that, in order to achieve the aims given above, the total amount of nourishment for the decade 2010-2019 should be approximately 6.000.000 m3 of proper and good quality sand.
Given that, due to environmental impact reasons, the exploitation of land mines shall be dramatically reduces and that, first of all, the littoral sediment stoks shall be tresaured, we then assessed the amount of sand that might be obtained by each kind of source.
We obtained that, within the decade, the littoral sediment stocks will provide 1.600.000 m3 of sand, and other sources will provide 800.000 m3.
Consequently, the remaining 3.600.000 m3 shall have to be obtained by submerged pits. The actual costs, including excavation, transport and placement of the sand for the different sources, the total assessed cost relative to the mere nourishment activity is 74,3 millions €.
After the identification of the critical points of the littoral and evaluated the cost for their maintenance, all other main costs have been defined (maintenance to the structures, studies, monitoring programs, structures for the defense from flooding, etc.) necessary to meet the requirements of the full recovery of the land use, including social, environmental and touristic uses.
The result is that the implementation of the Emilia-Romagna littoral management plan for the decade 2010-2019 needs a total of 100,3 millions €, that is in practice 10 millons €/year
